Need a C# developer to start ASP.NET Core web application

We are looking a freelancer to help us start the backend for a web application project. The project is about loan management system. You will be responsible for setting up the project initially, setup PostgreSQL, prepare the different models, controllers, and etc. The project has to be setup with ReactJS. It would be desirable if you have experience with ReactJS.
