SEO Expert to help with new niche sites

We are a small web team with talented website developers, content writers and some experience with Keyword Research. This important position is to seek a talented SEO specialist who can help us do the best websites possible with the team we have.

Here are the skills / talents we're looking for:

An keyword / technical SEO expert that can do 2 main things (with extra credit for #3). They are below:

1. Help us with Keyword Competition Analysis with experience in SEO audit and keyword analysis These will be daily tasks (1) SERP Rank Scoring, (2) Low-Competition KW Research (3) KW Topic Clusters and (4) Google Analytics
In other words, the SEO Candidate will give us a YES/NO decisions on content articles we plan to write, based on his/her scoring that such items can rank. The candidate will help us focus on articles we can rank - and avoid those we will have huge difficulty ranking for.

2. Align our content with On-Page best practices - and keep us up to date.
We know Google Updates continue to impact content. There are new Core changes to require Technical SEO (page speed, etc) Also, there is a new Product Review update that we believe will impact many sites (as many reviews are good on keyword research but not so good on rich content) .
We are not experts on Google Core Updates, so the SEO expert would help keep us informed.

3. Help us understand an Off-Page link strategy. (This is less important at this early stage, but we would be happy if the Onlinejobs.ph candidate is able to discuss and guide us
