Apps Templates producer

I am looking for somebody who already knows how to build apps for android and iOS (apple iphones and ipads)... You must be knowledgeable with all that apps can do, and you should be able to put together apps with ready-made templates. I would like this person to work part time, for 1 month, to begin with.
