Want to RANK websites???Do Local Service based SEO for small local businesses in USA

Hello,
I need someone familiar with intermediate website technology, (wordpress, weebly, plugins, website security etc... Yoast) who knows about writing on-page location-based SEO (H1 headers, meta descriptions, proper Urls, titles and copy formatting for SEO purposes) .
Must be knowledgeable about Google My Business listings, how to Optimize them to rank and get to the top of mappacks with content and backlinking.
Must know about proper and natural backlinking methodology and how to use them to rank websites, GMB's and other tiered websites like Upgrade to see actual info and Facebook Upgrade to see actual info summary, do you know how to create a natural authoritative presence for a new company online and can drive traffic and phone calls to that SERVICE based business online on Google?
This is different than, selling products online or doing SEO for brick and mortar stores. So you must be trainable or coachable or already know what I am describing in this description. I will expect you to tell me how familiar you are and/or how much you want to learn about this type of SEO.
