Website Set Up (Elementor, Directorist, CSS and more)

I need help with my website set up - specifically -

-) Setting up a responsive header menu which changes formats as you scroll down in desktop and mobile.
-) Setting up and populating content for a directory (likely to use directorist)
-) Setting up a news/blog section which will include a homepage and a content page template.
-) Setting up a responsive footer for desktop and mobile

The current website uses WP and specifically Elementor.
