Wordpress site designer for mobile compatibility

Need somebody who is knowledgeable with Wordpress which is running on Yahoo! as the host.

Need him/her to redesign a website for mobile-friendliness for a health care clinic. As of this writing, our website does not meet the mobile-friendly test with Google. He has to know MySQL and PHP because I need the web pages to be SEO friendly.

Will negotiate for a flate rate for the redesign and possibly need ongoing support from the person in case there is a problem with the website.
