Animator -Flash or Other

I think a simple drawing style and likely 40-60 seconds long thinking through a short script.
To make an animation that showed money as water flowing into one cylinder on graph until it overflowed and flowed into the next cylinder until it grew and overflowed and flowed into the next etc etc...does that four times total.

Trying to get at the idea, that as pressure build up on the cost of housing, people drop out of the housing market and begin putting pressure on the rental market which raises the price of rent until people drop out of the rental market and move into social housing until the pressure there builds up and people spill out on the street.

Hoping this might help ballpark a estimation-quote.
