C Intermediate Programmer

Here's a general overview of what I need:
- Create a C code that would let the user read/write using a CSV file. No database involved, i don't think there's a need for deployments to local/site/dev/live prod & etc.
- Create a skeletal structure of the functions in the main program (skeletal design)
- Notepad++ should be fine. What's important is that it can be compiled & be able to run smoothly. I think the CSV file shouldn't contain hundreds of files so less chances of crashing, unless the loops are running endlessly.
- Proper commenting of the function, expected output/desired outcome along with the code
- Proper documentation
- Spend some time letting me learn about coding in C

Ideal Candidate:
Super C knowledge
Ability to be on time, provide updates to me on how the project goes
Understands the requirements needed for the project
