Software Engineer For Web App (website speed monitoring)

Looking for an engineer who can create a web app, that measures webpage load time from a desktop and mobile device, and then logs it and creates graph for the user.

I posted this as hourly to open discussion, but would Ideally structure it as a fixed price when we proceed and have clear scope. I'm looking for THE BEST, not the cheapest.

Other features;
- payment gateway so we could charge for use by # of URLs tracked.
- Email notification when web page load time increases drastically.
