Developer for wordpress functionality

We are looking for a developer that can make wordpress functionality.

Creating a email alert plugin, so when a user subscribes for a email alert for specific posts they will receive a email immediatly when a post is posted that is confirm the requirements.
Also a login and register part, email alert, alert by facebook, facebook login etc.
