Programmer Web Designer

Online job tracking, invoicing, communication system for accounting and tax firm. Will be used by clients, contractors, and employees. Need ability to receive faxes and have the faxes automatically tagged to a client file. Need alert system to send email and/or text when the task has been updated. Not sure which programming language is best.
