Fb Ad manager

I need someone who knows how to set up ads. I can prepare the texts and other metrics, because my target group is germany.
My Ad Account was blocked and I need someone now fast who can help me set up Fb ---------- would be good if you know about sales psychology but you dont have to, being able to setup and run ads is enough.
