Simple Animation

Hi
We are looking to hire someone to do animation. The idea is to draw on a Neon Lightboard (see the link below) and draw a cartoon character, than with animation, have the cartoon character dance on the light board.
What I mean is, in the link below, at the 39 second mark, make the happy face roll around one the screen.
