Research needed, implementation

I am looking into converting my house into a child daycare facility, with my wife operating it.

I am in the state of California, county of Los Angeles.

I need to know everything there is to know about running a child daycare facility, including:

-permit(s) or license(s) required
-insurance(s)
-rules and regulations
-space requirements
-equipment requirements
-training requirements
-how to determine if the state will reimburse us or if we should be strictly a private pay facility
-what we can expect in terms of pay, both from the state (per child) and from a private family

Also, my wife is a licensed OT (occupational therapist), so if that would make our facility more marketable (meaning could we charge more?), I would like to know that as well.

If you are good enough, I will then hire you again to create a business plan and project manage all the required paperwork so that we get this business launched.

In summary, I am starting from scratch and learning what it would take to start a child daycare facility in our own home.
