Voting Bot (Very Simple Set Up)

I need a voting bot created to Vote for something. I have had this done in the past and the work flow/script was Open incognito window, click box, click submit, close window, reopen new window. However, now it looks like that flow does not work as I am met with "It looks like you've recently submitted a ballot.

Will need an easy work around where IP changes and then it opens the webpage, and clears cookies or something similar.
