App Creator for Android and Iphone

I am looking for someone to create an app for a new business - a directory service for businesses in various countries. The site has a marketplace so must be able to incorporate the ecommerce section and a second site that handles the serviced based businesses. Both sites are yet to launch in the next few weeks. Person must be able to demonstrate previous experience of work - show samples and will need references from current or previous providers.
