App Developer/graphic designer/coder/php

Hello,
I need a mobile app developed for iOS and google play. Developer should be excellent at design as well as working on a schedule. The app is very similar to emoji where a set of images can be accessed via foreign keyboard. Images will need converted from jpeg to vector.
