PHP Wordpress Plugin

Hi there,
I am looking for a developer hat can create a WordPress plugin. This plugin will allow the user to create a mobile website template. The user will then have the option to download the files inside of WordPress to be deployed on their server or they can connect directly to FTP and have the files automatically placed in their server.

You can see a sample of the finished mobile designs below. I will go into more detail at the bottom of this project. Listed below, you will see a summary of what needs to be built. However, I want you to understand I have already created a functional design specification that details everything about this plugin. Also I have created a
PSD document, where I have laid out the entire interface. This is how we do things. We make it very easy for our developers. You just need to do the programming.

Items:

Dashboard:

This is what the administrator will see when they are logged in to the back end of their WordPress panel. It will have a listing of all the campaigns the user has created. They should be able to choose to Edit , Duplicate, view and delete.

Templates:

This is where the user will choose their own template design. There may be more templates that what is able to show on the screen, which means they need to be able to scroll to see the other templates. Also, we need a way to show these templates in specific categories. This would probably most likely be done with a drop down menu showing the different categories.

Design Interface:

The design interface is where they see a overall view of the actual design thus far. If they have not chosen a template then they will start from a blank preview. Then then click the items below to start customizing their theme. If they have chosen a template then you will see that template in the preview.

Element Builder:

The element builder is setup so that the user can very easily swap out elements inside their template. Example of elements include buttons, headlines, menu items, pages, etc. We have outlined all of this inside the FDS document.
