Social media and brand building expert

I am looking for a social media and brand building expert. I need someone to take my company which had no current social media following and build up a loyal following.

Here are my goals:

1. Establish and design or set up all social media accounts
2. Build a strong following and engaged user base
3. create content (quality over quantity) and post a couple times a week
