webpage design and tracking

I am looking for someone to help me with my marketing. The individual will need to know how to scrape webpages from the internet and then be able to modify them by adding images, videos and clickable links.

In addition, the individual should be able to set up tracking through programs such as Prosper 202.

The individual should also know how to build wesites from scratch.
