Senior SEO Manager needed full time in Cebu City

Im an american buisness man flying into cebu to hire 2-3 poeple for an office i intend on opening there in January.

What im looking for is a manager that will over see maintenance of my current websites and construction of new pages along with content writing and SEO

Absolute requirements:

Proficiency in:
the english language
White hat SEO practices
Proof that your an individual that can get any site on the first page google searches
Local to Cebu and willing to work in an office full time

You must have a portfolio for me to look at so that i may evaluate your work.

I would like the person that will head up my office in Cebu to have a degree in computer science.

Its is my intention to hire a full time web developer as well as a content writer

What im willing to offer:
