Senior Web Designer needed full time in Cebu City

Im an american buisness man flying into cebu to hire 2-3 poeple for an office i intend on opening there in January.

What im looking for (1) a "senior web designer" that will over see maintenance of my current websites construction of new pages along with content writing and SEO

Absolute requirments:

Proficiency in:
the english language
HTML/CSS... along with Wordpress etc
White hat SEO practices
Local to Cebu and willing to work in an office full time

You must have a portfoilio for me to look at so that i may evaluate your work.

I would like the person that will head up my office in Cebu to have a degree in computer science.

Its is my intention to hire a content writer as well so that the burden of seo content doesnt fall on the senior web deigner
