Website - Video Conference

I need a website to be built, including a very clean and enticing design. The concept is to host and facilitate online study for university students. The features required are:
- Secure site
- Payment method one: a commission from each tutoring session hosted to be removed from the payment between tutor and student)
- Payment method two: pay for tutor details as this website works
- Ability for clients to create their own profile to outline skills, subject areas and per hour price
- Ability to host video or telephone conferencing online - perhaps via Skype or Zoom?
- During video, ability to view documents and share screen, mark up documents, add comments to documents etc
- Timetable to be able to match available times between tutor and student
- Task/homework list that can be set by tutor and ticked off by student as completed
- Ability to mark documents and leave feedback in the portal

Please provide me with your experience and a quote for the work. I need a fixed price to be able to proceed with the project.

I am looking for a one off website but would like to build a relationship with someone and may convert to a per hour rate to maintain the website. I would be willing to pay for assistance with online advertising such as SEO from the same person if you can do it all.

I will host Zoom interviews so that we can meet online and ensure we are a good fit for each other. Fluent English required!
