SEO Expert & Website developer (Wordpress focused)

I am looking for an experienced SEO expert that can share with me their SEO strategy with proof that it has worked on other websites. I also need for this individual to know how to navigate WordPress and make website technical optimizations such as improving loading time, meta tag optimization, Eliminate render-blocking resources, etc....

I may include simple website maintenance tasks in this job

My requirements for this job:
- Portfolio of website(s) that are ranking on 1st page
- Link building strategy with high DA
- Keyword Strategy
- Local SEO strategy

Bonus points if you have a dashboard to communicate and approve tasks
