Looking for Hight Quality designer to make PSD/CSS3 for new website

Hi,
I have 1-2 new website need to make PSD/css3. There is no anything up to the web yet.
I need a good high quality designer to can make PSD webpage, convert it to html5/css, able to make logo, banner, button and favicon, etc.

All designer are welcome but I prefer someone who have experience in html5/css. Part time/full time both ok since it's not hard like coding.
