Charity Dapp - Blockchain DAO

How able are you to build a DAO with user interface of normal Android/iOS app (Dapp)? An autonomous organization in the charity branch in Brazil where the users of a Dapp could choose the projects they want to support, and also decide on new projects? The actual payment could be in the conventional system still (not criptocurrency yet). Also, it would be important to ensure certain degree of anonimity, where the donor knows exatly where his money is going, but others dont. Maybe only through initials. How well trained are you in Solidity Language?
