Build website template

Hello,

I am in need of someone who has experience in building website templates that can be used over and over for different industries, ect.

These websites will be used for Google Pay Per Call campaigns. Template needs to be mobile responsive as 95% or the visitors will be visiting via mobile devices.

Here are a couple examples of how the sites are out laid.

1.) homepage with a short paragraph discussing the service and 2 desktop and mobile responsive click to call buttons on the very top and bottom of the page

2.) each site should have a terms and conditions, and privacy page like the ones seen on the sites above.

3) a blog page where one could post articles, blog posts, content.

4.) BONUS - if you can program or create a feature where we pull articles off Internet related to a specific topic then be able to spin those articles so they are 90% unique. (To avoid googles duplicate content policy) I know this type of feature already exist in a Wordpress plugin.

5.) we want to design a templates that can be used for a variety of different niches or services. We should have a strong incentives to cause people to click to the call button. " Drivers who call save an avg of 40% off car insurance, Click to speak to a live rep"
