PHP/Wordpress Expert For Quiz Site and more

I am looking for a programmer full time. I have a bunch of sites I want to create and I will describe the 1st site we will be working on.

Salary listed is for 1st month. Pay raises for the right person based on performance,

1) Do you think it would be best created with PHP or Wordpress?
2) How quickly to get a functional version of the script/site created? Doesn't need to have everything just be able to create and host quizzes
3) What projects have you worked on that show your Programming ability?

Here is what I want to do. I want to create a framework (PHP or Wordpress) that will allow me to create quizzes like the following sites:

So the backend would basically go like this:

Create new quiz
Name quiz
Create question 1 and add as many answers as you want
-> Assign result to each question
Once all questions are created, you will choose results.
The script/site will determine what the outcome of the quiz is based off of the results you what your results are.
I also want it to be able to do right/wrong type questions.
->You got 7 of 10 correct
Then prompt you to share on Twitter and FaceBook.

That is the basics of what I am looking for.

This will come after the basic format is created and working.

Analytics:
I want it to track how many unique visitors visit each quiz
How many complete each quiz
How many social shares each quiz results get
What % of completions got what results

I am sure there is more to come but that is the general idea on how I want it structured to get started.

I have a bunch more projects for the right person.
