Redesign Wordpress website

I am looking for someone to redesign a Wordpress website that already has content (images, and copies).
The site is in English and Japanese, but I do not believe Japanese proficiency is necessary.

Skills I am looking for are
- Knowledge of Wordpress, theme customization
- WooCommerce
- Preferably graphic design skill as well
- English
- Knowledge of Japanese is a plus
