Discord bot developer

Can anyone help us to develop a bot to synchronizing discord messages to Chinese apps like QQ or Wechat? We have signed up some discord channel with 24/7 news updates, we need to get those messages translated into Chinese and deliver to our Chinese subscribers via Wechat.

Would be the best if you can understand Chinese but not compulsory? service shall include ongoing maintenance.
