One-off WordPress / Website Builder

This is a one-off job, and not continuous  full time  ----------  could lead to further website work also.

I am looking for someone to build a website for  a new apartment property development that will built next year.. This can built from scratch using HTML and CSS, or could be created in a Wordpress website builder.
And we are looking fo website designer to builder a website for us. This website will have two stages:
Stage 1: A very basic one page website (no other pages) with only the logo of the apartment development, 3 images (2 of our architects renders and 1 image of the surrounding area where the development will be built), and one simple email form, where people can register interest and/or request an info pack to be sent to them. This is required to be completed and go live this week.
Stage 2: A full 4-7 page website. This will be similar (very similar pages, images, text and layouts) to the websites below. This will be required to be completed and go live in early October.
I will help with the design and provide you with some examples of websites I have found to get an idea of what design I am looking for. And I will provide all content.

This site must be user friendly and easy for myself to operate. After the website is completed and live it will have to be edited and adjusted by myself. Also it must work on all devices including mobile phones.

The website must be of the highest quality.

- Must have experience with creating responsive designs
- Optimize a responsive site for maximum speed and scalability
- Must have knowledge of HTML and CSS
- Must have experience with WordPress page builders
- Must A fundamental understanding of UX/UI principles
- Must be have great communication skills
- Must be able to work and be available during New Zealand business hours
- There may be continued work if you also can do search engine optimization and other websites

This property development will has multiple investors. So regularly communication and updates will be required. This may included hourly updates. We use Gmail hangouts.
