Daily Specials Web Application Development

Looking for developer to build a web application similar to Yelp, but focuses on daily specials and coupons instead of reviews. Users should be able to search for a food or beverage category (like tacos) either near them or in a certain location and get a list and map of deals near them with details about the food/drink and restaurant/store. Users should be able to add businesses and add coupons and claim a business as their own if it's theirs. Business owners should be able to spend money to advertise their deals, which will show more prominently in search. Open to using existing templates, libraries, and starter sites in order to get a basic app up and running.
