Skills and experience needed:

to do research of keywords
to do research of competitors keywords
to be able to do a site audit and give reports every 2 -3 weeks
off the page and on page SEO
backlinking to the right pages
SEO content writing in English
Up to date on Google regulations for ranking pages
Proof of website rankings in the past
Experience with ranking a site for different city searches on google.
