Link building expert needed for lead generation websites

We require a link building expert to build links for our 15 (and growing) lead generation websites.

We will require low tier link building like:
Blog commenting
Forum commenting
Effective PBNs (selective)
Copycat method (looking up competitor backlinks and copying)

But will also require a person with strong initiative to source high-quality backlinks with their own proven methods.
