Web developer to adapt a chrome extention

I am looking for someone to adapt the birtchils telecom chrome extention for me.

Task . I would like to be able to populate the address book via api from gravityforms submissions.

Task 2. I would like to be able to click telephone numbers wrapped in href=tel in chrome and it will call from birtchils (instead of Google hang outs) I'm not sure if this is even possible.
