Local SEO Expert Needed for Claiming Directories, Creating Citations, Building Backlinks, etc.

I need somebody who is familiar with the process to claiming and setting up local business directories such as:

Yelp
Manta
YP
Dex
Citysearch
etc

Must be experienced in this, and be able to follow instructions and be willing to use TimeProof.

Must have access to US IP's.

Only apply if you have extensive experience with cliaming local listings in the US.

Must also be able to troubleshoot a listing if it says: ALREADY LISTED (try and get access to it), or if the wrong info is listed and you can't claim the listing, must be pro-active and figure out what needs to be done to get access to the listing (contacting support, or something else).

I also need somebody who can take instructions such as:

1) Look at the citations and backlinks from a competitor (I will provide this to you)
2) Go to the websites and claim a citation or create a backlink at the same sites that the competitor has.

Then I would need this done.
