Email marketing specialis

We need an experienced email specialist. We've got about 90k cleaned email addresses. Our requirements are as follows:
1. We need to set up a mass email system on private servers
2. Need to import lists and send very targeted, unlimited emails without the restrictions associated with services like Mailchimp and others.
3. System needs to be scalable and able to use more than one server.
4. Need to use multiple IP addresses and domain names
5. Need some who knows how to configure email servers the way email service providers like Getresponse, Mailchimp, Mailgun, Sendjet, etc use themselves but without all the limitations these services but on list import and email blast sendings.
6. I need someone who knows how to configure our mail servers so we have a white sending reputation 90-100?liverability.
7. You need to know how to set up the system, warm up the sending servers IPs to allow maximum deliverability rates.
