PPC Writer - Improve CTR and QS

We are looking for a PPC expert to solve a specific problem.

Currently, in one of our client's accounts, we have 30 % - 70 % "Search lost absolute top impression share due to ad rank. That means that often our ad wasn't the very first ad above the organic search results due to poor Ad Rank.

We are looking to get to 0% lost.
