Facebook and instagram ads manger

I want to open a social media marketing agency in my country. I know people, but I don’t know how to do advertising how to target. I always end up loosing the money i spent on the adv and not getting the result i want. So i want someone who will do that for my future clients, make the adv and get resluts.
