Animator to make videos depicting futuristic transportation

I write about self-driving cars and the future of transportation. I am looking for an animator to economically create videos depicting these futuristic travel situations to illustrate these articles. It is not a full time job by will consist of various jobs from time to time. The first video I want to make is described in high detail in this online document: ----------

I suspect I want 3D animation but am open to proposals for 2D animation where it makes sense. I would like a time and cost estimate for making this first video, which will help me judge other ones. In addition, I can take advantage of other skills you might have in web site management, coding, travel management and virtual assistant work, but these are optional.
