CUSTOM Wordpress TEMPLATE creation needed

We are a health and wellness company that sells a range of products online and we have 10-15 individual product websites to convert over to Wordpress format. We need an expert in Wordpress to create a custom template modeled after the type of layout used on this site, that will be transferrable to our other websites: http://absstrengthguide.com/

Requirements for this project will be:

Use well-structured, error-free PHP and valid HTML.
Use clean, valid CSS and Javascripts
Compatible and optimized for all common browsers (Chrome, Firefox, IE, Safari) and devices (iOS, Android)
Widgetized and Responsive
Secured from malwares and hijacks
Minimum Loading Time
Follow wordpress design guidelines

This is project based work and will pay $250 for completion.
