Expression Engine Rebuild

My client had a website built w ExpressionEngine and it was hosted at ---------- . I have all of the files and dbase and DNS info (as well as the domain name) and I would like to re-establish the site online as soon as possible. The site - once rebuilt - will need care and updates going forward. My understanding if the needed steps are this (provided by former site manager) :
BASIC STEPS FOR MIGRATING EXPRESSION ENGINE:
(once files and database are set up on new host)

1) Update hostname, username, and password on the database file [ ---------- p]
2) Update server paths
a) Get old server path from Admin > General Configuration
b) Get new server path by going to Tools > phpinfo. Search for "DOCUMENT_ROOT".
c) Go to Tools > Search & Replace
d) Replace old server path with new server path two times
I) Site Preferences > Site Name
II) In ALL Templates
3) The site should be working at this point. Check on image paths and correct in templates if there is an extra slash in the path.
