Project Manager for a Cross Platform Mobile App

I am looking for a Project manager that has experience developing mobile apps on both Android and Apple platforms.
I am looking to create an app that is similar to this app ----------

I do not have any source code, we would be starting from scratch. This could turn into a LONG Term position for the right person.

PLEASE NOTE: Most of the communication will be done through Skype or similar program via chat but some Voice and Video chat WILL be required. You must be comfortable talking via Voice and Video as communication is VERY important to me.

What I need is someone:
1. Who has previous experience developing apps from scratch (previous work examples will be required)
2. Has experience managing projects from start to finish.
3. Experience hiring and managing talent
4. Is able to effectively communicate my wishes to the team and make sure the work is done.
5. Understand and Stay within the proposed budget.
6. Takes responsibility for their own AND their team members actions.
7.Someone who takes pride in their work and does not just do the minimums.
8. Must provide DAILY updates on what has been done and will be done the next day.
