Web builder

I need someone who can create a webpage from scratch. Because I know nothing about it.

I will give ideas and design wishes, and you will be the one who makes it a reality :)

The page is for offering surf packages in the philippines, so it will consist of dynamic pictures and videos, as well as search engine with dates and so on. (Pls google surf packages and look at some of the webpages to see what I mean)

I'll need a page in english for starters, then translated to norwegian and swedish. So I want three domains (.com, .no, .se)

Pls give me an estimated timeframe and price in pesos.
I will be travelling to the philippines when plans are ready for picture and video tapings.
