Can You Send Targeted Traffic to My Website?

I have created a website in the SEO niche, which I wonder if you can send targeted traffic to it. I'm looking for free ways of generating targeted traffic, not PPC. Not sure about telemarketing, but guess that is not free. You search the net for places to put link to my site.
