Need Graphic/Web Designer with Experienced Advertising and Marketing

I am looking for a part-time designer who has experience in the following:

- Creating concept banner advertisements and creating them in a full set of google ad word sized ads.

- Creating a design from a raw idea, and taking full creative control on completing the design

- PSD to HTMl/CSS (good to have, but not necessary)

- Able to modify and customize word press themes making adjustments

- Some undestanding of jQuery and Javascript
