Highly skilled HONEST webmaster, excellent knowledge of SEO, AMP, Adsense, php, server whiz

Basically, I am seeking a back-up webmaster. Someone who with a 'master of master' skill, who can critique another web programmer, identify flaws, be straightforward/honest, with knowledge of how Adsense works, AMP, php, Wordpress, great at server maintenance. The person would be on call to check out concerns and implement changes, conduct audits of codes etc.
