Web Designer, SEO, SEM, Content Writing, and Administration

Need a web designer specializing in word press and shopify website. Needs to be proficient on ON-Page SEO, Off Page SEO, SEM, Back links & Content writing. Be able to call local business in California for generating leads and answer calls/questions from customers.
This is a part-time 15-20 hours a week project and 80 hours Max/month.
