Webapp to upload desktop pics to flickr.com

I want to build a web based application which will upload pictures which are on my desktop to flickr.com.

The application would be built in flash or java or ruby?

It is very simple.
The application needs to authenticate an account with flickr.
Then the user selects a folder to upload.
The application finds all the pictures and videos in the folder. It creates a "set" inside flickr and uploads all the pictures and videos and puts them into the set it created.

To be really great, it would do this recursively. For example, I have 25 folders inside a "pictures" folder. I select the "pictures" folder and the application scans the "pictures" folder for images, pictures, and folders. Anything folders inside the "pictures" folder would be scanned for images and videos. It would create sets from each folder and upload all the images and videos into it's respective set.

I don't need all of the skills I selected, just one.
