Children's educational website

I need design and code a children's website to learn English in a fun and engaging way (for the Spanish market) as detailed here:

A subscription website (single or multiple child memberships) for children to read short stories from beginner, intermediate or advanced level. Once they have read the stories they then complete different puzzles, games and quizzes to reinforce their understanding of what they have learned. You MUST subscribe/log-in to access everything outside of the homepage. Loggin/Landing page pop up once any icon on the home page is clicked, except the lower horizontal menu. This registration page / Landing page needs to be designed.

An image of an aircraft where the windscreen, door, windows, engine, runway etc are interactive and lead you to the appropriate page once logged in or signed up, Registration page for sign and payment gateway will be paypal.
Story Wheel (Aircraft engine on homepage)
The story wheel will be divided into 12 sections rotating, each with a story title. The wheel can rotate when a mouse rolls over it. In the centre of the wheel there will be a smaller button to allow the user to choose between the beginners, intermediate or advanced level (there will 3 wheels in total).
There will be 12 beginners books (Level 1), 12 intermediate books (Level 2) and 12 advanced level books (Level 3).
Once a book is chosen the page will appear as if it were an actual book, with words and pictures. I would like the functionality to press a button at the top of the page to listen to all the text on that page, and the functionality to hold the mouse over a specific word and hear the audio of just that word. (we will supply the audible version of each book)

I would also like if the pictures/graphics were simple but slightly interesting and interactive. I like the graphics in a mobile app called Blot and I also like the simple graphics on this site http://domo.goanimate.com/ .
Games and Puzzles window link
I want a template to be able to add different puzzles for each book. I will be using puzzles such as Word Searches, Word Scrambles, multiple choice questions, colouring pages, hidden pictures, ‘drag and drop’ pictures that can be completed online, etc and all are self-correcting/ auto correction.
• Flashcards – Each level of books follows a set list of common words. I would like a “word practice area” with flashcards that you click on to hear the word. (Similar to the “lessons” section of MindSnacks app.)
(Remember: Count, look, write, colour, spot, match, follow.) Examples of such are
A Alphabetukos, art, animation, etc
All the options on home page have the audible word on rollover.

Platform to upload PDF files. Printable versions of the games and puzzles section. PDF printable version of the book for printing in colour or in black and white. Printable flashcards, memory cards, spelling lists etc.
Craft and Activities window link
Platform to upload on screen or printable instructions for crafts and activities related to each book.
Holiday Pack window link
Spring/Summer/Autumn/Winter seasonal extra to be read and completed online or printed to go. Similar to the regular 12 books.
Videos window link
Platform to upload videos related to the books.

Platform to upload content explaining that the site is a safe and protected environment with no inappropriate ads. All content is educational. Guidelines to improve literacy/ help their children to benefit more. Text on how to work together with the children. Printable rewards charts for the fridge. Checklists. Detailing dolch, phonics and Cambridge methods.

Similar to parents section.
Enter/Log-in door of aircraft
**** Once any icon on the homepage is clicked they are directed to the log-in/ landing page pop up appears. That landing page gives all the benefits of joining the site and offers the free initial months membership.
